Back to School: Attendance, Tuition and Custody Law Workshop

August 4 — Embassy Suites, Independence
August 7 — OSBA office, Columbus

Attendance, tuition and custody issues arise year-round but particularly when the school year starts.

Each year OSBA brings need-to-know information to school personnel at this critical time. Review this year’s agenda, bring the front office staff and join us at one of two locations before students arrive!

Agenda

8:30 a.m. Registration and welcome (contintental breakfast)

9 a.m. Residence and enrollment revisited
Residence determines in what school district(s) a child is entitled to or may receive a free public education. Review the latest information on this important topic, including vouchers, ASP, community schools and more, with a school attorney. Bring your questions.
* Helen S. Carroll, Esq., Roetzel & Andress, Akron
Jeremy J. Neff, Esq., Ennis, Roberts & Fischer Co., LPA

9:45 a.m. Mastering the SF-14, SF-3 and EMIS coding for attendance
Accurate data is essential to ensure each student is properly accounted for and funding flows the way it should. The importance of good data in this area cannot be overstated in terms of its financial impact for your district.

10:45 a.m. Open Q&A
Have issues related to residency and attendance? Our morning presenters will answer your questions.

11 a.m. Immigration and student attendance issues
This expanding area is a source of confusion for many school officials. With many types of visa and immigration status, and confusing definitions, it is important to have a basic understanding of how attendance and tuition are affected.

11:45 a.m. Lunch (provided)

12:45 p.m. Custody, records and access: case studies
We’ll start with a case study, then look at divorce, state custody, temporary foster placement, guardianships and other samples, and work through the answers in terms of pickup, access to records and access to kids. You will become more familiar with how these documents look and what they mean for you as a school employee.
** Hollie F. Reedy, director of legal services, OSBA

1:45 p.m. Break

1:55 p.m. Special education attendance and tuition issues
This area of law and regulation is different from and more complicated and expensive than regular education tuition and attendance. Stay current on the latest issues and get answers to perennial questions in this lively presentation by a special education law expert.
** Laura G. Anthony, Esq., Bricker & Eckler LLP, Columbus

2:45 p.m. Open Q&A
